Recite Sura al-Hamd & the other Surah SILENTLY in Dhuhr & Asr prayers

Q:

S/A I work in an office and we have a prayer room that is shared with other muslim brothers and sisters. Could you please explain to me what does silently mean when the Mas’ala says that it is obligatory for a man & a woman to recite Sura al-Hamd & the other Surah SILENTLY in Dhuhr & Asr prayers & also what is the extent of the voice that should be raised or lowered by a man in the Fajr, Maghrib & Ishaa prayers? So, in my case, when reciting salaat at work can I whisper at the lowest level? or do I have to whisper so I can clearly hear every single word? Please if you could shed some light and would appreciate if you can slightly elaborate in detail. May Allah swt reward you in all your endeavours. Jazakallah Khair.
